erogate su base _______ in relazione a quanto maturato

Italian to English Bus/Financial Business/Commerce (general) clinical trials contracts - payment arrangements
This phrase appears in a contract for conducting a clinical trial, between a sponsor, a hospital and a university. In the section on "Corrispettivo" we have the following phrase:

"Gli importi predetti verranno corrisposti all'Azienda, all'Università saranno erogate **su base ______ in relazione a quanto maturato** entro 30 giorni dal ricevimento di regolare fattura."

And yes, I think there are words missing in the sentence; it should probably say "Gli importi verranno corrisposti all'Azienda E all'Universita, E saranno erogate ...."

Accounting and finances are not my strong suit, in any language ....

How would you translate this segment into correct business English? (And how would the complete sentence read?)

Clarification Earlier the contract says "Il corrispettivo totale massimo ... verrà pertanto erogato in base allo stato di avanzamento della sperimentazione e sarà suddiviso al 50% tra l’Azienda e L’Università."

The sponsor is paying the Hospital (l'Azienda) and the University for the work they're doing on its new drug.

"su base..." usually refers to time so I think they are speaking about when the university will get paid. I agree that there are probably mistakes....I don't know why it's "erogate" and not "erogati" and in this sentence it's not clear who is paying and who is getting paid (u should know that from the context).

The amounts (fees or whatever) shall be paid on a monthly (depending on time) basis....
Or
The amounts shall be paid monthly....

The second part would depend on context, but the wording could be something like "...according to the amount accrued" or similar.

The aforementioned amount will be paid to the Company, and, based on _____ , the accrued amount will be paid to the University, within 30 days from the receipt of the invoice.

I see it this way:
Aforementioned amounts will be paid by the Company to University and will be reliable based on ______ according to what became due within 30 days from the receipt of the bill.

Of course, if it is dall'Azienda.
If it is really all'Azienda then is to the Company and To the University.
