This is in the operating manual for a large industrial machine. As I have already translated 'Segnali di obbligo' as 'Regulation signs', could this be translated as 'User regulations'? I would like to include the idea of 'compulsory' or 'duties'.

I see Then I think you want "obligations" for the "utilizzatore" and then the "duties" will be for the "operatore": obligation to make operators wear... and duty of operators to wear...
I don't like "user" for the owner or employer. It sounds foreign. What about customer, since the manual will be supplied by the manufacturer to its customer? Alternatively employer or company. Something that fits.

thank you James for your explanation and clarifying 'operator' vs 'user'. Actually, now that you pointed it out, this manual uses 'utilizzatore' to indicate the employer, and 'operatore' to indicate the person who will be operating the machine, and here they mean the 'utilizzatore' (employer or person in charge of safety) The 'duties' are things such as making the operators wear protective equipment, observe regulations, train them....

It would help to know exactly what the obligations are. Without that knowledge it is difficult to say whether duties or obligations is best.
