It's an inidividual (a "topógrafo") who was hired to do "marcação topográfica" on land where a power station was to be built.

Context please? It doesn't look as though a literal "translation" applies. However, for a well heeled effort, one would need:

1. The full sentence (includingd the main clause, in case this is a subordinate clause).
2. A description of the subject of (the passive) "foi contratado", in other words, what kind of entity is being contracted (surveyor? field team? draftsman? none of these?).
3. What specifically is this vague "civil engineering project".

I feel "delineation" describes slightly better than "markings" ?
