Well, thanks everyone but I found the answer. The number of panos refers to the width of the flag. Every pano is 45 cm wide. For anyone who is interested all the details about the Brazilian flag they can be found at this site:

At first I thought it might have to do with the weight of the fabric, but I could not find anything to support that idea.

So now I think it might be how many pieces of colored cloth are used to make the flag. The outdoor flag, which has to be sturdier, uses three separate pieces of colored fabric to make up the center, which would mean that the white band is sewn in separately, whereas the indoor flag, which won't be subject to weathering, has the band and stars printed on the blue field.

I'm assuming this is the Brazilian flag. Most flags aren't as complicated.
