Если это проект, финансируемый США, то advance payment не применимо, поскольку в их системе понятий такого термина просто не существует. Для обхода этой проблемы придуман эвфемизм - mobilization payment

Disagree with your disagree; 'предусматривали выполнение платежей' and 'выплачивались' both refer to contract obligations and offer no confirmation as to their execution (which may never have actually happened).

An advance payment, or simply an advance, is the part of a contractually due sum that is paid in advance...

10% advance / upfront payment

Google determines that Avdance is more common but from my personal experience I would say that the frequince of Advanct to Upfront is 50 / 50. For example I've never seen an 'advance commission' instead of 'upfront commission'.

It is also possible to put it this way '10% upfront payment thereof'.
'Thereof' referring to the 45% above.
