Если из контекста ясно видно, что речь идет об "утилизации и уничтожении отходов", тогда пишите waste disposal facilities. Если же речь идет о системе очистки технической воды и т.п., то пишите (water, etc.) treatment facilities.

waste is not mentioned in the Russian and really is besides the point, not all toxic substances are actually waste
I would agree with treatment facilities; I only added 'purification' because it's perfectly idiomatic in American English, closer to the Russian original & I wanted the points. Sorry Vladimir - btw, I'm sure you'll get the points anyway
