This is in the context of elections. Candidates are elected but полномочия они получат в 2009 году. So in this context, I think it is more along the lines with what Angela and linguist09 have said.

Thanks for the comment. I realize that, but in the context clarified by the asker - where somebody has been elected, but has not yet started performing the function to which he was elected, "to take office" fits, in English.
