I just can't picture what this could be: an address? or just some sort of official number for each office producing the documents in question?

From an agreement on cooperation between states.

Все места, составляющие служебную корреспонденцию, должны иметь видимые внешние знаки, указывающие на их характер, и могут содержать только служебные документы и предметы, предназначенные для официального пользования.
Курьер должен быть снабжен официальным документом с указанием его статуса и числа мест, составляющих служебную корреспонденцию.

There's a standard term in transportation - "number of shipping packages".
"число мест" actually is a reduced "число мест груза"
"место груза" can be found in MultiTran

it´s about служебная корреспонденция (i.e.official mail) that´s why I ´d suggest items instead of packages.

Уверен, что речь идет именно о багаже курьера, перевозящего служебную корреспонденцию

Baggage may include hand baggage and pieces of baggage or packages traveling separately from the courier. I think that "Baggage" is a wider notion and may include packages, parcels, suitcases, cases, sixpacks :-) and what not

agree Susan Welsh : Yes, "baggage" includes whatever an individual brings along on travels (sixpacks, chickens, cabbages...). It would not apply to diplomatic pouches and official things like that.
