I just can't picture what this could be: an address? or just some sort of official number for each office producing the documents in question?

Baggage may include hand baggage and pieces of baggage or packages traveling separately from the courier. I think that "Baggage" is a wider notion and may include packages, parcels, suitcases, cases, sixpacks :-) and what not

: Yes, "baggage" includes whatever an individual brings along on travels (sixpacks, chickens, cabbages...). It would not apply to diplomatic pouches and official things like that.
