"Defense" и "law enforement" не все охватывают. К силовым структурам относятся также МО и ФСБ (и их эквиваленты в других странах). Все эти структуры объединяет общая функция - безопасность. Отсюда и предложенный вариант.

Можно добавить "national” к “security", чтобы исключить все другие ведомства, занимающиеся другими аспектами безопаности ("occupational safety", санэпид и т.п.).

Нюанс: эти благородные люди стоят на страже не "security", а "safety". Можно еще и МЧС вспомнить... Словосочетание "security agencies" у западного читателя вызывает те же ассоциации, что у нас «силовые структуры». How about adding “national” to “security”
