В соответствии с ч.1 ст.230 и ч.1 ст.236 АПК РФ вопросы оспаривания и принудительного исполнения как внутренних третейских судов, так и вынесенных на территории России решений международного коммерческого арбитража решаются в едином правовом режиме. В связи с этим правовые позиции о моменте начала начисления процентов по Статье 395, высказанные Президиумом ВАС в Постановлении от 8 июня 2010 г. №904/10, в равной степени применимы и к решениям МКАС.

Допустимо ли в англ. писать "moment (from which interest...starts to accrue)"?

или time (moment in time)?

Using the word moment is totally fine, but not in this context. Just use WHEN.

I also wouldn't use interest period as it is defined as the entire time period when the interest is being accrued, a.k.a. term of the loan/note, etc.

Legal/financial documents do not use "moment" as it is rather difficult to identify the exact moment. However, you can identify the date... So, you should you the "date" instead of "moment".
here are the links to the actual lingo using "the date" when interest is beginning/starting to accrue. IMHO, you can use either begin or start, it really is your preference, which will not change the meaning.

Или date (ИМХО лучше), или time (ближе к оригиналу), но только не moment.

the Dated Date

as in any Contract, there is no need to expand (explain) this term in the English version of the text, whereas in the Russian there is, since the term is explanatory

neutral rtransr : Dated date is a fin. term, you're right. However, it is used specifically in reference to fixed income securities purchased between interest payment dates. Whether this text refers only to this particular case - doubtful.
