teaching package

Or training package. One meaning of методический is tutorial, according to Multitran, which is virtually the same as teaching or training, so I think it can be left out.

As it includes an instrument rack, instruments and a handbook, I think "package" would be better than complex, which is not quite so commonly used in English.

instructional assembly, tutorial assembly (OR system)

I am up against two native speakers here as it appears :=]
But I will go with these two words - "assembly" and/or "system".

IMHO "training facility" misses the target because it's not for training. And "teaching package", well I like it, but for some reason I would think "assembly" better describes "комплекс". I'd be hard-pressed to prove anything here, though.
