I am not sure whether the word право in this context means a right, or the law.

I feel that you are right Jack. If this implied "right", it would also indicate whose right is being abused. Since it is left unspecified, "abuse the Law" fits better.

Jack, your translation looks perfectly correct, except for this: 'as determined by the Operator'
In the English text it sounds as if referring to the reporting period, while in fact it only means '...according to the operator' (the breach, etc.).
