Or you could say this (it's longer though):
"Trains that are en route at the time of the switch (change) to/from daylight savings time."

And you shouldn't say "trains being en route."

agree Rachel Douglas : With "that are on route" and with "at the switch" or "at the change" (unnecessary to add "time of the"). Disagree with "during" because the change to/from DST occurs "during" the trip; the train is not en route "during" the switch, which is instantaneous.
