The article in itself is about nuclear science but here I have understood "nucleo" to mean "the most important part"; I can't seem get the meaning of "definidor" across though. Can anyone help?

If this is some mega-science thing like CERN or the LHC, then there is a team of apical scientists who basically call the shots regarding the goals of the project or projects, hence “The Defining Core”. It sounds a lot like this is about a group that will be joining that team.

The text says that XXXX is going to be part of the team/group that will define/design the largest scientific facility in Europe. I will leave the wording in English to the native speaker but, a "núcleo definidor" would be just a... "defining group"?.
