La question de la nécessité et de la faisabilité d'un système de numérotation internationale des livres a été abordée pour la première fois lors de la Troisième conférence internationale consacrée à la recherche sur le marché du livre et à la rationalisation du secteur du livre qui s'est tenue à Berlin en novembre 1966.
À l'époque, quelques éditeurs et distributeurs de livres européens examinaient la possibilité d'utiliser l'informatique pour traiter les commandes et contrôler les inventaires. Il apparaissait clairement que la condition préalable à la mise en oeuvre d'un système automatisé efficace était l'existence d'un numéro
d'identification simple et unique pour chaque article publié.
Le système qui a répondu à cette exigence et qui a été diffusé sous le nom de système international de numérotation normalisée du livre (ISBN) a été développé à partir du système de numérotation des livres mis en place par J. Whitaker
