Во время первого президентского срока Владимира Путина (2000–2004) было подписано несколько очень важных политических соглашений, направленных на укрепление взаимного доверия. В октябре 2000 года Европейский союз и Российская Федерация вступили в «энергетический диалог», призванный гарантировать поставки энергоресурсов и приток западных инвестиций в данный сектор экономики. В октябре 2002-го об «энергетическом партнерстве», направленном на то, чтобы облегчить проникновение российского капитала на североамериканский рынок и поступление американских капиталовложений в Россию, договорились Москва и Вашингтон.
В период второго президентского срока Владимира Путина (2004–2008) отношения в области энергетики приобрели политиче-скую окраску. Этому способствовали постоянно возникавшие разногласия по вопросу о ценах. Со времени украинского кризиса (январь 2006-го), США, России и ЕС не удается избавиться от склонности драматизировать энергетические отношения. Такие страны, как, например, Польша, хотели бы, чтобы энергетические вопросы были переданы в ведение НАТО, в то время как страны-производители (например, Иран) рассуждают о возможности создания газовой ОПЕК. Поскольку стратегические интересы переплетаются с торговыми, сложно определить их подлинную суть.

Translation - English In theory, the US, Russia, and the EU are energy partners. During Vladimir Putin's first term as president (2000-2004) several highly important political agreements were signed to strengthen mutual trust. In October 2000, the European Union and the Russian Federation entered into an “energy dialogue”, to ensure the delivery of energy resources and the flow of Western investment to this sector of the economy. In October 2002, Moscow and Washington agreed to form an “energy partnership”, to ease the flow of Russian capital to the North American market and of American capital investment in Russia.
During Vladimir Putin's second presidential term (2004-2008), relations in the energy sphere acquired a political overtone. This was brought about by the constant disagreement that arose over the issue of prices. Since the Ukrainian crisis (January 2006), the US, Russia, and the EU cannot overcome the tendency to overdramatize their energy relations. Countries such as Poland would like for energy issues to be transferred to NATO jurisdiction, while oil-producing countries (Iran, for example) are considering the possibility of creating a gas OPEC. Since strategic interests are intertwined with commercial ones, it is hard to understand their true essence.
Although at the beginning of Putin's presidency relations in the energy sphere were regarded as a basis for cooperation, they have gradually become a source of tensions. It is worth mentioning that the temptation to turn energy resources into a political tool is inherent not only to Russia, but, judging from statements made by US leaders, to the United States as well.
Refusing to perceive energy security in a geopolitical context, Europeans are being left out of the game. This situation is even more paradoxical considering that Brussels has quite a strong hand. Even though the EU does not possess its own raw materials, three of the four largest global energy companies are European (British Petroleum, Shell, and Total). At the mercy of market fluctuations, the EU has not been able to establish itself as a solid player in the energy arena.
The energy calculus of the EU is performing equations with several unknowns. Its complexity lies in the degrees to which its member-states are dependent on energy resources imports. For the EU as a whole, “energy security” means access to resources at reasonable prices, as well as interdependence with Moscow. This approach only partially overlaps with the Russian one.
