Source text - English On his return to Delhi, Rajiv Gandhi held a series of meetings and pushed the bureaucracy to find solutions. In 1986–87 India spent over Rs 37 billion in food and fertilizer subsidies, which was over 1.7 per cent of GDP, and over Rs 59 billion on social sectors, especially health and education.2 3 Yet, very little of the money allocated under various schemes was reaching the intended beneficiaries. A few months later, Rajiv Gandhi toured Rajasthan. The story was not very different there, or in 3 the other states he visited. Over 40 per cent of India’s population was living below the poverty line. The reality was grim. And Rajiv Gandhi put it succinctly: ‘Out of Rs 100 allocated to an antipoverty project only Rs 15 reaches the people.’4 The acronym-soup of programs brewed in Delhi cost the government more and more but delivered little on the ground. The remainder, he said, was lost to administrative costs and gobbled up by middlemen, power brokers, contractors and the corrupt. Phanus and others like her, the poorest of the poor, were no better off.
Translation - Marathi दिल्लीत परतल्यावर राजीव गांधींनी अनेक बैठका घेऊन अधिकारीवर्गास उपाय शोधण्यास भाग पाडले. सन 1986-87 मध्ये भारताने 37 अब्ज म्हणजे एकूण राष्ट्रीय उत्पन्नाच्या 1.7 टक्क्यांपेक्षा अधिक रुपये अन्न व खतांच्या अनुदानावर खर्च केले. तसेच सामाजिक क्षेत्रांवर विशेषतः आरोग्य आणि शिक्षण या क्षेत्रांवर 59 अब्ज खर्च केले. तरीही विविध योजनांतर्गत मंजूर केलेली फारच थोडी रक्कम अपेक्षित लाभार्थ्यांपर्यंत पोहोचत होती. काही महिन्यांनंतर राजीव गांधींनी राजस्थानचा दौरा केला. त्यांनी भेट दिलेल्या इतर तीन राज्यांपेक्षा इथली परिस्थिती फारशी वेगळी नव्हती. चाळीस टक्क्यांहून अधिक भारतीय दारिद्रय रेषेखाली जगत होते. हे वास्तव भीषण होते. राजीव गांधींनी संक्षिप्त स्वरुपात अशी नोंद केली: ‘एखाद्या दारिद्र्यनिर्मुलन प्रकल्पासाठी निर्धारित केलेल्या 100 रुपयांपैकी केवळ 15 रुपये पोहोचतात’. दिल्लीमध्ये घाईघाईने बनवलेल्या या कार्यक्रमांसाठी शासनाला मोठी गंगाजळी ओतावी लागली परंतु लोकांपर्यंत फार कमी रक्कम पोहोचली. उर्वरित रक्कम मध्यस्थ, राजकीय प्रभाव असणारे, कंत्राटदार आणि भ्रष्ट लोकांमध्ये संपून गेली. फानूस आणि तिच्यासारख्या इतर अत्यंत गरिब लोकांची परिस्थिती खूपच भीषण होती.
