Source text - Spanish Colombia ha sido objeto de una serie de modelos de desarrollo cuyos resultados no han sido los más alentadores: la persistencia de la pobreza a niveles extremos (según el Departamento Nacional de Planeación, en el año 2.000 existía una tasa de pobreza en la zona rural del 83%, se estima que este tipo de población recibe 0.70 euros/persona/día), la cada vez mayor inequidad en la distribución de los recursos (según el Programa de las Naciones Unidas para el desarrollo 2.003, Colombia, en el mundo ocupa el puesto 105 de 114 países, con mayor índice de pobreza y desigualdad) y la agudización del conflicto social enmarcado entre otros factores por una brecha excluyente entre el estado y las organizaciones de base.
A esto se suma que la mayoría de los programas de desarrollo que han sido promovidos en nuestro país, se ha impulsado desde una perspectiva donde la comunidad es relegada a ser receptora pasiva de los beneficios y el paternalismo y asistencialismo han marcado la pauta de las relaciones. Esta clase de intervenciones ha permitido que por periodos cortos haya pobres con dinero o pobres con recursos, pero no se generan capacidades para superar el estado de pobreza y controlar sus propias circunstancias.
Translation - English Colombia has been object of a series of development models whose results have not been the ones expected: The persistence of poverty at extreme levels (according to the National Planning Department, in 2000 there was a poverty rate in the rural area of 83%, and it is calculated that this population receives an average of 0.70 Euros/person/day), the increasing inequity of the distribution of resources (according to UNDP 2003, Colombia is number 105 among 114 countries with greater rates of poverty and inequality), and the intensification of the social conflict framed among other factors for an exclusion gap between the State and the grass-root organizations.
We also have to take into account that the development programs that have been promoted in our country have been promoted from a perspective in which the community is forced to assume a role of passive receptor of the benefits, and the paternalism and welfare policy have established the guidelines of the relationship. This type of interventions has permitted that in short periods of time there can be poor people with money or poor communities with resources, but don’t generate skills to overcome the state of poverty and to control their own circumstances.
