Terms of Reference for Local Consultant
1.Background and Aim of the study
As part of the Sustainable Energy Development Project run by OLADE jointly with the University of Calgary, financed by the Canadian Agency for International Development (CIDA), in 2004 started the activities of rural electrification projects developed in isolated rural communities of 4 countries, 1 for each of the subregions of Latin America and the Caribbean: Bolivia, Guatemala, Guyana and Paraguay.
In each of the mentioned countries there were performed two diagnoses: a) situation of rural energy, and b) selection of a representative community in isolated rural areas, with a strong presence of indigenous communities ,energy supply constraints and extreme poverty.In each selected community it has been developed a work with the people, in order to create conditions which can incorporate community participatory schemes with effective participation by gender, processes of identifying priorities for development based on the implementation of productive projects, incorporating energy systems such as vector development, establishment of rural enterprises for administration, operation and maintenance of pilot projects and development schemes for the sustainable management of funds and financial revenue.
In each country we have been working in coordination with the Ministries of Energy, which appointed an official as National Project Coordinator, to oversee and support the activities of an advisory group led by a local consultant. As a result, in the 4 countries we have implemented several pilot projects to improve living conditions of communities and we have started normal operation, in most cases.
With this background, the project foresees the realization of a study on the impact that the pilot projects have had on each community, making it possible to assess the improvements achieved in the population in the economic, social and environmental issues as a direct result of the activities and supplied equipment. The variables to be analyzed should be preferably measurable indicators, based on the situation before the project compared to the current post-project.

1.Antecedentes y Objetivo del estudio
Como parte del Programa de Desarrollo Energético Sostenible que ejecuta OLADE conjuntamente con la Universidad de Calgary, financiado por la Agencia Canadiense para el Desarrollo Internacional (ACDI), a partir de 2004 se iniciaron las actividades del Proyecto de Electrificación Rural que se vienen desarrollando en comunidades rurales aisladas de 4 países, 1 por cada una de las subregiones de América Latina y el Caribe: Bolivia, Guatemala, Guyana y Paraguay.
En cada uno de los países mencionados se realizaron dos diagnósticos: a) situación de la energía rural; y, b) selección de una comunidad representativa de zonas rurales aisladas, con fuerte presencia de comunidades indígenas, limitaciones de abastecimiento de energía y pobreza extrema.
En cada comunidad seleccionada se ha venido trabajando en conjunto con la población para crear las condiciones que permitan incorporar esquemas participativos comunitarios con una efectiva participación de género, procesos de identificación de prioridades para el desarrollo integral basado en la puesta en marcha de proyectos productivos, incorporación de sistemas energéticos como vectores de desarrollo, establecimiento de empresas rurales para la administración, operación y mantenimiento de proyectos piloto y elaboración de esquemas sostenibles para el manejo de los fondos e ingresos financieros.
En cada país se ha trabajo coordinadamente con los Ministerios de Energía, que nombraron un funcionario en calidad de Coordinador Nacional del Proyecto, para supervisar y apoyar las actividades realizadas por un grupo consultor liderado por un Consultor Local. Como resultado, en los 4 países se han implementado varios proyectos piloto que buscan mejorar las condiciones de vida de las comunidades y que han empezado su operación normal, en la mayoría de los casos.
Con estos antecedentes, el Proyecto prevee la realización de un estudio sobre el impacto que los proyectos piloto han tenido sobre cada comunidad, que permita evaluar las mejoras que la población logró en los aspectos económicos, sociales y ambientales, como consecuencia directa de las actividades y equipos suministrados. Las variables a ser analizadas deberán ser de preferencia indicadores medibles, basados en el estado de situación antes del proyecto comparados con la situación actual post-proyecto.
