El Ministerio de Finanzas insiste en que el mercado de permuta, donde básicamente quien tiene un bono en bolívares y desea dólares se lo cambia a quien posee un bono denominado en dólares y quiere bolívares, es marginal, puesto que Cadivi cubre al tipo de cambio oficial, de 2.150, 95% de las necesidades de la economía.
