Source text - English All travel is now merely a means of moving a camera from place to place, all travellers are ruled by the all-powerful lens. Visitors old-fashioned enough to wish only to stand and look with their anachronistic eyes are shoved aside by the photographers, who take it for granted that while they do their ritual focusing, nothing else may move or cross their vision. Those peculiar souls without a camera must step aside for those more properly occupied, must wait while the rituals take place, and must bide their time while whole coaches stop and unleash upon the landscape the Instamatic God. And the populations of whole countries seeing themselves cannibalised, swallowed up, vacuumed into the black-ringed staring eye, wrench what they can from the cannibals. You want picture my house, my camel? You pay.
None of this would matter, perhaps, if anything worthwhile was being accomplished. If all the constant busyness and clicking produced, at its end, what had not existed before, images of beauty captured or truth told. But, sadly, this isn't so. The camera is simply graffiti made respectable.
The camera is the means by which we stamp ourselves on everything we see, under cover of recording the Wonders of the World already wonderfully
recorded by professionals and on sale at every corner bookshop and newsagent. But what use to show Aunt Maud, back home, postcards of the Tuscan landscape, since we are not in the picture to prove that we were there?

Source text - Italian I miei primi ricordi delle Feste mi riportano ad abitudini molto diverse da quelle di oggi.
…Dunque le Feste. Attese. Vagheggiate. Gioiose.
Cominciavano con le letterine, indirizzate ai genitori, cara mamma e caro papà, sempre le stesse con scarsa fantasia. Piene di buoni propositi: sarò buono, sarò obbediente, vi voglio bene, eccetera. Ne conservo ancora qualcuna insieme alle pagelle della prima e della seconda elementare.
L'apertura ufficiale arrivava la sera del 24 dicembre. Il cenone della vigilia. E il presepe. Anzi presepio. Ci avevano lavorato a lungo, bambini e genitori. Avevano raccolto la vellutina in campagna e nei giardini delle città. I personaggi del presepio venivano conservati da un anno all'altro e così le casette dei contadini, le pecore dei pastori, i tre Re magi, la Madonna col suo manto azzurro e San Giuseppe che non so perché risultava calvo, forse per dargli un sembiante da persona anziana e senza le tentazioni della carne. E il bambino. Il bambino Gesù, un corpicino nudo o appena velato per nascondere il sesso.
…Finita la cena, i bambini recitavano una poesiola o leggevano la letterina. Poi andavano a dormire e venivano svegliati pochi minuti prima della mezzanotte. Si formava un piccolo corteo col bimbo più piccolo in testa che portava il bambino Gesù e lo deponeva nella culla vigilata dalla mucca e dall'asino. La cerimonia finiva lì e si tornava a dormire, ma non era facile riprender sonno anche perché si sapeva che al risveglio avremmo trovato i regali.
I regali del Natale erano tuttavia leggeri. Una bambolina per le femmine, ai maschi un gioco dell'oca o il meccano che allora era in voga, abituava a una manualità molto incoraggiata dai maestri della scuola.
I grandi, genitori e altri parenti e amici, non si scambiavano regali tra loro, non era uso. L'albero di Natale ci era del tutto sconosciuto e lo stesso Babbo Natale - almeno nelle regioni del Centro e del Sud - non esisteva. Qualche vaga eco ce ne arrivava da conoscenti che abitavano a Milano e Torino. Da Roma in giù di papà Natale non si aveva notizia.

Ato fillonin me letrat, dërguar prindërve: “e dashur mami”, “i dashur babi”, po të njëjtat letra, pa pikë fantazie. Ama, plotë me synime të mira: do sillem mirë, do t'i bindem mamit dhe babit, të kam xhan, e të tjera si këto. Ende ruaj disa prej tyre, së bashku me dëftesat e klasës së parë e të dytë.
Hapja zyrtare bëhej më 24 dhjetor. Darka para krishtlindjes. Aty edhe statujat e vockla grazhdit ku lindi Krishti. Kishin punuar gjatë për të, prindër e fëmijë.
Grumbullonin në fshatrat rrotull apo nëpër parqe barin për ta shtruar poshtë. Personazhet e skenës së lindjes së Krishtit ruheshin vit pas viti dhe po ashtu shtëpizat e fshatarëve, delet e barinjve, tre dijetarët e lindjes, Shën Mëria me mantelin e saj bojë qielli, Shën Jozefi, që as unë nuk e di pse e kishin bërë pa flokë, ndoshta për ta treguar si person të moshuar dhe pa tundimet e mishit në kokë. Dhe pastaj bebja. Jezusi i sapo lindur, një trup i vockël lakuriq, apo i mbuluar paksa për të mbuluar gjininë.
…Kur mbaronte darka, fëmijët recitonin nga një poezi ose lexonin letrën që kishin shkruar me këtë rast. Pastaj shkonin në shtrat dhe i zgjonin disa minuta përpara mesnatës. Bëhej një varg i vogël me më të voglin e fëmijëve në krye që mbante në dorë Jezusin e sapo lindur dhe e vendoste në fjetoren e tij, të cilit i rrinin mbi kokë lopa dhe gomari. Ceremonia përfundonte me këtë akt dhe të gjithë shkonin në shtrat, por nuk ishte lehtë të bije sërish në gjumë sidomos kur mendonim se kur të hapnim sytë në mëngjes do të gjenim dhuratat.
Dhuratat e krishtlindjes, ama, ishin të lehta. Një kukull për gocat, djemve një lojë “Mos u nxeh" ose lojën mekano, që atëherë ishte shumë në modë, që u mësonte zhdërvjelltësinë manuale, kaq të nxitur edhe nga mësuesit në shkollë.
Të rriturit, prindërit dhe të afërm e miq, nuk shkëmbenin dhurata me njëri-tjetrin, nuk ishte zakon. Pema e vitit të ri ishte fare e panjohur për ne, dhe po ashtu edhe Babagjyshi i Krishtlindjes – së paku në zonat e Italisë qendrore e jugore ai nuk ekzistonte. Na arrinte herë pas here ndonjë jehonë e largët nga të njohurit tanë që jetonin në Milano dhe në Torino. Nga Roma a poshtë, nuk bëhej zë për Babagjyshin e Krishtlindjes.

1. Kompetenca Administrative:
Ne piken 1.1 te dokumentit me konceptin se “bashkite e komunat rekrutojne dhe shkarkojne personelin ndihmes (per ruajtjen dhe mirembajtjen fizike te QSh dhe ambulancave” do te kuptohet se meqenese ne nje te ardhme te afert pronesia mbi ndertesat fizike te QSh dhe ambulancave do e kaloje sipas nje plani te percaktuar nga pushetit qendror tek pushtete vendore(bashki e komuna) edhe detyrimi per te siguruar mirembajtjen fizike dhe ruajtjen e tyre do te duhet te jete e pronarit(pushtete vendore). Me kete mirembajtje nuk do te kuptohen sherbime te tilla si ai i pastrimit, e higjenizimit te ambjentit apo sherbime te tjera te kesaj natyre te cilat do te quhen sherbime ndihmese ne realizimin e ofrimit te sherbimit shendetsor dhe qe bejne pjese ne koston e ketij sherbimi. Lidhur me realizimin e mirembajtjes dhe ruajtjen fizike bashkite e komunat do te jene pergjegjese pavaresisht se ne cmenyre do ta realizojne ato kete pra permes nje stafit te punesuar me kohe te plote, te pjesshme si psh. teknike te ndryshem(marangoz, elekticist, hidraulik), roje objekti, apo permes kontratave te sherbimit te lidhura me te tretet prej tyre.
Pika 1.2 trajton elementin e hapjes dhe te mbylljes se strukturave te KSHP ne nivel vendor dhe duke qene se organet e p.vendor jane me prane komunitetit e duke njohur me mire nevojat e tij per sherbime shendetesore iu jepet e drejta per ti propozuar MSh (dhe strukturave te saj ne nivel lokal) hapjen ose mbylljen e sherbimeve ne komunitetin e tyre. Nje e drejte e tille per te propozuar do ti referohet vetem respektimit te kritereve dhe standardeve te MSh ne kete drejtim ne menyre sipas parimit te drejtesise se aksesit te popullates ndaj sherbimeve te KSHP dhe nga ana tjeter ofrimit te ketyre sherbimeve ne nivel kombetar ne menyre sa me kosto-eficiente.
Ne piken 1.3 eshte dhene menyra se si do te rekrutohet drejtuesi i nje qendre shendetesore duke i lene pushteteve vendore te drejten e propozimit te kandidaturave per keet qellim por duke garantuar nga ana tjeter disponueshmerine prej ketyre kandidaturave te kapaciteteve dhe ekspertizes teknike sipas kritereve te vendosura nga MSh e cila mbetet pergjegjesi kryesore per kujdesin shendetesor ne RSh. Kjo procedure i referohet vetem situates aktuale te organizimit dhe funksionit te sherbimeve shendetesore pasi ne nje te ardhme te aferte sic eshte percaktuar edhe ne dokumentin e Strategjise Afatgjate te Zhvillit te Sektorit Shendetesor , me pavaresine qe do tiu jepet cdo qendre shendetesore per te menaxhuar sherbimin qe ofrohet si nje partner me status juridik te pavarur ne marredheniet ofrues-bleres sherbimesh qe do te krijohen mes tyre dhe Fondit te Sigurimeve Shndetesore, drejtuesi i nje qendre shendetesore do te jete i pavarur(edhe nga pushtetet vendore) ne punen e tij per menaxhimin dhe administrimin e qendres shendetesore dhe te sherbimeve te ofruara ne te.

1. The administrative competencies:
In the clause 1.1 of the document, the concept “the municipalities, communes will recruit or fire the support (help) staff involved in the physical protection and maintenance of the Health Centers and ambulances” – soon the ownership of the buildings of the HC and ambulances will be transferred, as per a detailed plan, from the central government to the local government units (municipalities, communes) and this means that the responsibility for the physical status and maintenance will be of the owners (municipalities, communes). Maintenance will include services like cleaning, caring about the hygiene of these buildings, and other similar services which are called support services to the health care services and will be part of the cost of these last services. These maintaining activities will be carried out by the municipalities and communes either based on temporary (or part time) contracts with technical staff (carpenter, electrician, plumber), building guards or based on long term contracts with third specialized firms & technicians.
Clause 1.2 deals with establishing / closing down the structures of the PHC in the local level. Since the local government units are closer to the community and they know better the health services need in the area they have the right to propose to the MoH (and to the structures of the ministry in the local level) to establish or close down these services in their community. The right to propose to establish/close down the health services will refer only to the criteria and standards of the MoH in this matter, as well as to the equal rights of any body for access to the health services. It also refer to the offering of these services national wide in a cost-effective way.
The Clause 1.3 describes the recruitment modalities of the directors of the health centers, which give the right to the local government authorities to propose the candidates. The local government units, by proposing such candidates, will have to be able to guarantee technical competencies and expertise, as per the criteria of the Ministry of Health, who rmains the main responsible for the quality of the health services in the RoA. This is a procedure hat refers only to the current situation of the organization of the health services since in a near future, as also mentioned in the Long-term Health Sector Development Paper, the health centers will be transferred the right to manage the health services to be delivered. This kind of management will be carried out (by the HC) based on a partnership relation between the HC, with independent juridical status, and the Fond of the Social Insurance. Based to this management right, the director of a health center will be independent (by the local government units, too) in his work for the management and the administration of the health centers and of the services delivered in these centers.

La tipologia dei dati personali richiesti, o acquisiti, sia all'atto della Sua iscrizione alla Cassa Edile, sia successivamente ad essa, è la seguente:
• Anagrafica: denominazione impresa, natura e composizione societaria, nominativo e indirizzo del legale rappresentante, altri elementi di identificazione, come pure lo Studio di Consulenza autorizzato ad intrattenere i rapporti con la Cassa Edile nonché il c/c e la Banca su cui appoggiare i rimborsi.
• Lavorativa: numero e nominativi dei dipendenti, con tutti i dati anagrafici e identificativi conosciuti, inizio e cessazione del rapporto di lavoro, retribuzione e trattenute, opere effettuate o in corso, compreso i cantieri riguardanti i lavori pubblici e/o quelli aperti in altre Province i cui versamenti sono eseguiti alla Cassa Edile di Bergamo.
• Dati sensibili: eventuale adesione ad un’Associazione imprenditoriale.
Il trattamento a cui saranno sottoposti tali dati ha come scopo di adempiere ad obblighi contrattuali e di legge, tra i quali:
• la corresponsione del trattamento economico spettante agli operai per i riposi annui, per le ferie e per la gratifica natalizia (art. 19 CCNL 5/7/95),
• la corresponsione ai lavoratori (tramite l’impresa) di un’integrazione al trattamento economico nei casi di malattia e infortunio sul lavoro (art. 27 CCNL 5/7/95),
• la riscossione delle quote e dei contributi sindacali (artt. 37 e 38 CCNL 5/7/95), nonché degli eventuali contributi associativi dell’impresa,
• la corresponsione agli operai dell’Anzianità professionale edile Ordinaria e Straordinaria (All. “C” al CCNL 5/7/95),
• la corresponsione agli operai delle altre prestazioni previdenziali e assistenziali previste dal Regolamento della Cassa,
• la corresponsione del Trattamento Fine Rapporto Lavoro, per dipendenti da Imprese che facoltativamente accantonano,
• la distribuzione di materiale antinfortunistico attraverso le Ditte confezionatrici, per tutti i dipendenti da Imprese iscritte come previsto dagli Accordi Provinciali (art. 16 C.C.P.),
• l’attuazione dei contratti e accordi collettivi stipulati tra lANCE, l’lntersind, e Fenel-UIL, Filca-CISL, Fillea-CGIL e le loro Organizzazioni provinciali;
di accertare l’adempimento di tali obblighi da parte delle imprese iscritte alla Cassa e di consentire il migliore esercizio dell’attività da parte della Cassa stessa. In effetti, i dati personali che Le vengono richiesti e che sono o saranno successivamente da Lei comunicati, sono necessari per l’elaborazione e il pagamento delle prestazioni contrattuali come sopra specificato spettanti ai lavoratori e per ogni adempimento di legge e di contratto nei confronti degli Istituti previdenziali ed assistenziali, anche integrativi, e delle Pubbliche amministrazioni.
In occasione di tali trattamenti, in osservanza di obblighi di legge e di contratto, l’Ente può venire a conoscenza anche di dati che la legge definisce “sensibili” in quanto gli stessi sono idonei a rilevare l’adesione ad una associazione imprenditoriale.
2. Modalità del trattamento dei dati
I dati sono direttamente richiesti a codesta impresa e da essa forniti alla Cassa Edile.
Il trattamento sarà effettuato prevalentemente con l’ausilio di mezzi elettronici o comunque automatizzati e può consistere in qualunque operazione e complesso di operazioni tra quelle indicate all’art. i comma 2 lettera b) della legge sopra richiamata.
3. Conferimento dei dati
Il conferimento dei dati personali è facoltativo salvo che sia richiesto da norme di legge o contrattuali. L’eventuale rifiuto di conferire i dati personali potrebbe comportare l’impossibilità di corrispondere le prestazioni di cui al punto i ai lavoratori e le conseguenze previste da norme di legge o contrattuali.
4. Comunicazione
I dati personali possono essere comunicati, esclusivamente per la realizzazione delle finalità di cui al punto 1:
• alle Pubbliche Amministrazioni, che richiedono informazioni alla Cassa in ottemperanza ad obblighi di legge
• alle Casse di previdenza ed assistenza, come INPS, INAIL, Fondo previdenza complementare
• agli Istituti bancari e finanziari che intrattengono rapporti con la Cassa Edile
• alle Società di servizi, per la realizzazione delle finalità della Cassa
• alle altre Casse Edili e loro organismi di coordinamento
• agli Enti paritetici di categoria
• alle Associazioni costituenti la Cassa
• alla Società di revisione contabile
• ai Legali e consulenti esterni della Cassa Edile
• alle Associazioni imprenditoriali (nel caso di adesione dell’impresa).

• Të dhëna të veçanta/të ndjeshme: pjesëmarrje në ndonjë Shoqatë ndërmarrjesh.
Trajtimi që do u bëhet këtyre të dhënave ka si qëllim të përmbushë detyrimet kontraktuale të ligjit, ndër të cilët:
• pagesë e trajtimit ekonomik që i takon punëtorëve për ditë pushim gjatë vitit, për lejen e zakonshme dhe për shpërblimet e krishtlindjeve (neni 19 CCNL 5/7/95),
• pagesë punëtorëve (përmes ndërmarrjes) e një pjese tjetër të trajtimit ekonomik në rastet e sëmundjeve dhe dëmtimeve në punë (neni 27 CCNL 5/7/95),
• pagesë e kuotave të kontributeve sindakale (neni 37 dhe 38 CCNL 5/7/95), si dhe të kontributeve të tjera lidhur me ndërmarrjen;
