Orderläggning

Swedish to English Bus/Financial Business/Commerce (general)
From a company guideline document.
Seems like a simple term but the way it is used seems to suggest something other than simply placing an order and more like recording (or having the order placed by the company's procurement department).

E.g.
Konferenser, utbildning, seminarer och nätverksträffar orderläggs inte.
”Ickeköp” orderläggs ej t.ex. skatter, räntor, styrelsearvoden, fakturarättningar, försäkringar eller dyl. Ett annat ”ickeköp” är personalärenden så som säkerhetsprövning, rehabiliteringsåtgärder etc.
Orderläggning får göras i efterhand (inom 3 arbetsdagar efter utförandet) vid akuta åtgärder eller då risk för driftstörning föreligger.

is the company itself a financial one?
If so, it may be that they place orders as per

and they are simply telling staff that certain orders must not be itemized in this way, so they probably have two order books.
But I admit that the whole situation does not make much sense as you could not book a conference or seminar without placing an order with the conference organiser.
So I suspect that we may still not have worked out what the writer really means in his (unclear) text.

I don't have much more context really other than it shows up in a section on procurement and is mentioned mostly in the context of exceptions. As in most purchases need to under go 'orderläggning' but some do not.

Also perhaps one example sentence worth mentioning is this:
Orderläggning får göras i efterhand (inom 3 arbetsdagar efter utförandet) vid akuta åtgärder eller då risk för driftstörning föreligger.

This makes me think it must be Adrian's suggestion of 'order logging'. Assuming that utförandet refers her to the actual placement of the order then I don't see what else could be left to do three days later, other than to make a record of the order.

This likely refers to using a formal order processing procedure as you suggest. Do you have more explanation? Otherwise you could use 'procurement order' for this to differentiate from 'regular' operating procurement procedures. "We do not use regular company procurement orders for conferences, ..., etc. "

Thanks. Actually your idea of 'ordering' had been my first thought, until I noticed the different contexts of (negative) use. Otherwise, I don't think a formal vs. informal distinction helps in any way.
