What this means in Russian... ...is the total of homes that are completed and have passed the State Commission. In other words, it's construction, not sales.

What does this mean in Russian? Is this new home sales? Start of construction for new homes? REleaseonto the market of newly built homes whether they sell or not? I do not even want to try about the quantifying until I understand what it's measuring

Elina, a word of caution. "Commissioning of the new housing" is not an amount or number, so technically it cannot decline. You should reword the sentence to make sure the subject is something quantifiable.

agree Rachel Douglas : Yes, PLEASE! Not times, not fold, not quanta, not orders of magnitude. Since the source text doesn't care about saying how much, "a fraction" or "a small fraction" should be just fine. / Sorry, Mikhail. For the record, "manifold" also sucks.

agree Dorene Cornwell : Thanks Rachel! As for the subject of the sentence, something like "the number of new homes entering the market (per month / year / whatever) is a fraction of what it used to be. Or just "housing completion is a fraction of what it was"

Thanks. Many-fold is "во много раз", "многократно", "several-fold" is more vague (we don't know the actual volume of the decrease)

It's not at all imaginative – just reasonably cultured English language. "Quantify"=count, that's all. "Quantum"=quantity or, more literally (in Latin) разовость/количество(тот же корень,между прочим).You can use it counting either electrons or saussages.

As I see it, here it is most important to express the large scale of decline. В разы literally means "by several times" but when we say "в разы" what we actually mean is a really dramatic change.

But both ARE widely used anyway.
