Sorry, I can't explain why Google returns different numbers of hits. Tonight, I got 670,000 for rocket forces and 950,000 for missile forces. Still, I would point out that, glancing through the hits for missile forces, I can immediately spot a lot of them which, as I pointed out before, refer to actual missiles (i.e. weapons), not to troops. (a couple of examples below--in the first, they are talking about specific types of hardware: "Enhancing this capability is the formidable punch resident in the Navy's surface and subsurface TOMAHAWK cruise missile forces" ; in the second, "A vulnerable China acted in her own self interest to shore up her aging missle forces--it is very clear that they are not talking about the "aging" troops.). Having said that, I must stress that I am NOT an expert in military matters at all, so take this for whatever it is worth.

I think the different number of hits is because of the way Google works: the more people ask for a certain topic, the more resources Google throws at it? Just a guess.

doing separate Google searches of "missile forces" and "rocket forces" reveals the following:
(1) There are FAR more references to "Rocket Forces"--apparently, this is the accepted terminology when talking about the RUSSIAN "Raketnye voiska"
(2) In addition to having relatively far fewer "hits", "missile forces" appears to refer NOT to VOISKA, but to materiel--actual missiles.

: In my past 10-year military translator's career I encountered both terms but Rocket Forces were used more often and in more credible sources, you're right.
