I always use this. It is true I did not find it as one term in the dictionary, but it is used like this. See the links below. In fact, you will not find the words رئيس المحكمة as one entry in an Arabic dictionary either.

Anyway, it seems that different terms are used in different countries. So, try to check which of the suggestions is most relevant to the country in which your document was issued.

Maybe it is not used in the USA, but it is used somewhere else. Please have a look at the links I provided and tell me to whom it refers. Is it the secretary? I am not saying that my suggestion is the correct one, but IT IS USED and you can not deny that.
