Wie würdet ihr "declare" in diesem Zusammenhang übersetzen? Ist vielleicht eine dumme Frage, ich würde aber trotzdem gerne mal nachfragen, weil ich nicht sicher bin, ob es nicht doch vielleicht eine spezifische Kollokation ist.

Der Ausdruck kommt auch in Überschriften in dem Artikel vor:

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

gefragt war nicht 'einreichen', sondern 'declare' und dafür passt die Übersetzung einreichen ganz gut - probier das mal mit den Begriffen 'ausweisen' oder 'nennen'

Ist zwar richtig, aber ein unzulässiger Einwand. Bei den wenigen meist asiatischen Fundstellen für "declared patents" paßt "anmelden", sofern es nicht um Ungültigkeitserkärungen u.ä. geht.
