In Belgium planning was decided at a national level until 1988. Post-war modernistic planning (1945-1975) proposed large-scale interventions, high-rise densification and no participation.
In the late 1960s and early 1970s, active civil associations reacted to these planning methods and supported the protection of housing, green and open spaces as well as historic sites. They were in favour of small scale interventions and a focus on neighbourhoods.
Regionalisation, in 1988, set up three regions with their own institutions for Brussels Capital Region, Flanders and the Walloon Region. Planning became a separate responsibility for three Regions.
In 1993, a new initiative called ‘Neighbourhood Contracts’ was created in Brussels Capital Region, focusing on housing, public space and the social development of neighbourhoods (1993 Ordinance about Neighbourhood Contracts, BCR).
