They probably mean the circuit that blocks the signal to the gates of the IGBTs - so these transistor will not conduct. "Gate" in this context is both the gate of the IGBT and the gating signal that goes to the gate.

Si porta in conduzione applicando un impulso positivo di corrente al gate con polarizzazione diretta e vi rimane. •Si spegne all’inversione della corrente.
