"Granting" is not a literal translation of "Wahrung" =ensuring, but rather of "Gewährung" which I think fits better in this context, as regulations typically grant rights, in this case the right of reciprocal treatment.

Preservce reciprocity: there's already a formailised or informal mutual arrangement - 'scratch my back and I'll scratch yours' - in PUBLIC INTERNATIONAL LAW between 2 states/countries.
