In DCF, a project, company, or asset is valued based on its cash flows. [1] Hence, they are dealt with only indirectly, via their cash flows and ‘финансовые средства’ cannot be translated directly as assets, resources or investments.
On the other hand, (1) loans are treated as ‘Cash Flow From Financing Activities’ [2] in cash flow analysis, and (2) ‘единовременные финансовые средства’ are defined in the context as ‘вид’ of incomes and expenses [3]
Hence the use of the generic name for loans/credits, etc. in the suggested translation.

The Misha
: We usually call them "items" on this side of the pond, but either way they are not what factors into the discount rate. Cash flows, yes, but not the rate itself. It's an asinine statement to make.
