Возможно, речь идет о признании квалификаций, полученных в других странах. Тогда это называется recognition.

Если же все-таки у Вас говорится о взаимоотношениях между ВУЗами, т.е.,например, о том, что курс, пройденный в одном ВУЗе, засчитывается во время учебы в другом (в этом случае студент освобождается от этого предмета), то говорят, что the course (unit, etc.) is credited towards a degree (diploma, etc.). О \"конвертации\" целых дипломов между ВУЗами я не слышал и, честно говоря, слабо представляю зачем это может быть нужно.

Foreign Credentials Evaluation
There is major differences between systems of education in USA and other countries. Here they count attended hours of lectures/credentials in a different way. Because of these differences a person who graduated from a university/higher educational institution has to send transcripts/credentials to a certain office - there are several in USA,(Foreign Credential Evaluation, Inc.) and they recalculate those credentials into american system. Thus, enrolling into a USA university after graduating a higher education institution in Russia of other post soviet countries one gets certain credits and does not have to study the same subjects again...
