господа

Это просто использование латышского слова вместо соответствующего русского. В данном значении kungs/господин - форма вежливого обращения, но без перевода в основном используется в уничижительном тоне. В английском варианте, как мне кажется, gentlemen может подойти.

Пожалуй, можно сказать those gentlemen in the Parliament, поскольку в данном случае речь именно о них.

agree Dorene Cornwell : Interesting Commentary. Thsi assumes all the members of parliament are men which might be true. If not, simply "the members of Parliament."

В оригинале - господа (хотя дамы в латвийском парламенте есть), поэтому и в ответе - gentlemen. Возможны и другие варианты, но для этого нужен контекст пошире.
