At least in the US "stakeholders" is a pretty standard contemporary social activism / advocacy politics buzzword. It connotes people from different governemntal, business and nonprofit entities working togeth er on common problems across organizational or jurisdictional boundaries.
To Natalie, "stakeholders" seems appropraite here but DOES NOT refer to financial interests but to work on a common problem or having a common mandate to address something whether in terms of medical, law enforcement, public health, addiction prevention or other interventions

A stakeholders group that will provide a balanced representation of the Northgate community\'s diverse interests is currently being assembled by the Seattle Department of Planning and Development. This group will advise the City on the following key decisions over the coming year:

The stakeholders group was called for in legislation passed by the City Council on December 8, 2003 (Council Resolution 30642), with the Mayor\'s concurrence. The Council Resolution identifies the interests that will hold seats on the stakeholders group (see list of all 22 stakeholder seats). It also specifies that organizations holding seats 1-12 will designate their representatives. DPD is seeking nominations for the remaining 10 seats (13-22).

Early stakeholder involvement and communications will support clear community understanding of project goals, issues, opportunities and constraints. Active community involvement from start-up to completion will ensure timely and efficient decision-making.
Engaging broad and diverse community participation
Planning for each project provides an excellent opportunity to bring new voices and interests to the table. Working with Parks and Recreation staff and community leaders, project staff should reach out and solicit the involvement of a broad spectrum of stakeholders, including those who do not traditionally work with the department.

The plan alternatives are the result of monthly site planning meetings of the Jefferson Park Project Advisory Team (PAT) which was put together by the Seattle Department of Parks and
Recreation. The PAT includes representatives from more than 20 key Jefferson Park stakeholder groups, including: Beacon Hill Chamber of Commerce; Friends of Seattle’s Olmsted Parks; Jefferson Community Center Advisory Council; Jefferson Park Alliance; Jefferson Park Lawn Bowling Club; Jefferson Park Women’s Golf Club; North Beacon Hill Council; Samoan Cricket League; Seattle Chinese Athletic Association; Seattle Department of Neighborhoods; Seattle Design Commission; Seattle Golf; Seattle Parks Department; Seattle Public Utilities; and the Veteran’s Administration Hospital. The Parks Department also hired a landscape architecture firm, The Portico Group, to assist the PAT in the development of the physical improvement plan.
