@ Oleg Lozinskiy Олег, не вдаваясь в исторические (уже) подробности опроса, проводимого офицером охраны правопорядка при определённых обстоятельствах, когда, по закону, офицер задаёт стандартный набор вопросов и сверяет ответы с информацией со своего компьютера (большой такой экран в каждой машине). Регистрация адреса "постоянного" места жительства существует в водительском удостоверении или "удостоверении жителя, не являющегося водителем". Но это не для посетителей, а тех, кто живёт здесь. Эта запись не "разрешающая" чьё-либо пребывание на данной территории, а констатирующая факт существования данного индивидума и то, что он/она имеют какое-то отношение к указанному адресу. Пожалуйста, не проводите параллели, их нет и быть не может.

In addition, THIS happens (not only / exclusively in the RF) - a U.S. officer asks me: 'Are you living at this address?' I respond: 'Yes, I am living at this address'. And the document in question is in my possession. :-)

Landlord's consent to register house or flat as one's official place of residence

Everyone is required to have a прописка in Russian, which is your official place of residence (i.e. on paper). Not everyone owns their own property for this, or may not own property in a certain town where they're looking for work. Being registered in a town used to be necessary in order to work there or receive such things as state healthcare. Nowadays this isn't as important.
