TO THE HIGH-LEVEL PLENARY MEETING OF THE GENERAL ASSEMBLY
DEVOTED TO THE FOLLOW-UP OF THE OUTCOME OF THE XXVI SPECIAL SESSION: IMPLEMENTATION OF THE DECLARATION OF COMMITMENT IN THE FIGHT AGAINST HIV/ AIDS.
New York, 22 September 2003.
Mr. President,
First of all, on behalf of my delegation, let me express to you sincere appreciation for conducting this High-Level Plenary on HIV/AIDS, a most opportune initiative which expresses the international community's resolve to create more effective strategies in addressing the challenges posed by this epidemic and other preventable diseases, such as malaria, cholera and tuberculosis. My delegation wishes to pay tribute to the personal commitment of the Secretary General in the fight against HIV/AIDS and thank him for the comprehensive report on progress in implementation of the Declaration of Commitment on HIV/AIDS of the XXVI Special Session of this General Assembly.
HIV/AIDS has been and remains one of the major tragedies of our time. It is not only a health problem of enormous magnitude; it is a social, economic and political concern as well; and, as my delegation has already underlined a number of times here at the United Nations and in similar fora elsewhere, it is also a moral question, as the causes of the epidemic clearly reflects a serious crisis of values. Its rapid diffusion and tragic consequences have spared no geographic segment of the human family.
More than 70 million people are expected to die of AIDS over the next 20 years. In 2001, on the occasion of the X General Assembly of the Synod of Bishops of the Catholic Church, the Bishops from sub-Saharan Africa launched an appeal to the international community for urgent help in their battle against this plague that "is reaping a fearful harvest of death" in that region. In fact, a large majority of those have died and of those expected to die of AIDS, as well as of those who are infected with the virus, are in sub-Saharan Africa.

Señor Presidente:
En primer lugar, en nombre de mi delegación, permítame expresarle nuestra sincera gratitud por conducir esta Reunión Plenaria de Alto Nivel sobre VIH/SIDA, una más que oportuna iniciativa que expresa la resolución de la comunidad internacional de crear estrategias más efectivas para abordar los desafíos que acarrea esta epidemia y otras enfermedades que pueden prevenirse, como la malaria, el cólera y la tuberculosis. Mi delegación desea rendir homenaje al compromiso personal del Secretario General en la lucha contra el VIH/SIDA, y agradecerle por el amplio informe sobre el progreso en la aplicación de la Declaración de compromiso en la lucha contra el VIH/SIDA del vigésimo sexto período extraordinario de sesiones de esta Asamblea General.
El VIH/SIDA ha sido y continúa siendo una de las mayores tragedias de nuestro tiempo. No es sólo un problema sanitario de enorme magnitud, sino que también es una cuestión social, económica y política; y, como mi delegación ya ha subrayado muchas veces aquí en las Naciones Unidas y en foros similares en otros lugares, también es una cuestión moral, debido a que las causas de la epidemia claramente reflejan una crisis de valores grave. Su rápida difusión y trágicas consecuencias no han dejado escapar a ningún segmento geográfico de la familia humana. Se estima que más de 70 millones de personas morirán a causa del SIDA en los próximos 20 años. En el año 2001, en ocasión de la Décima Asamblea General del Sínodo de Obispos de la Iglesia Católica, los Obispos de África del Sub-Sahara realizaron un llamamiento a la comunidad internacional para obtener una ayuda inmediata en su batalla contra esta plaga que “está produciendo una espantosa cosecha de muerte” en dicha región. De hecho, una amplia mayoría de los que han muerto y de los que se calculan que morirán a causa del SIDA, como así también de los que están infectados con el virus, se encuentran en el África del Sub-Sahara.

Dear Young Friends!
1. You have come to Toronto from every continent to celebrate World Youth Day. My joyful and heartfelt greetings go to you! I have been eagerly looking forward to this meeting, especially when day after day from all parts of the world I received in the Vatican good news about all the initiatives that have marked your journey here. And often, even without having met you, I commended you one by one in my prayers to the Lord. He has always known you, and he loves each one of you personally. With fraternal affection I greet the Cardinals and Bishops who are here with you; in particular Bishop Jacques Berthelet, President of the Conference of Catholic Bishops of Canada, Cardinal Aloysius Ambrozic, Archbishop of this city, and Cardinal James Francis Stafford, President of the Pontifical Council for the Laity. To all of you I say: may your contacts with your Pastors help you to discover and appreciate more and more the beauty of the Church, experienced as missionary communion.
2. Listening to the long list of countries from which you come, we have practically made a trip round the world. Behind each of you I have glimpsed the faces of all your fellow young people whom I have met in the course of my apostolic travels, and whom in a way you represent here. I have imagined you on a journey, walking in the shadow of the Jubilee Cross, on this great youth pilgrimage which, moving from continent to continent, is eager to hold the whole world in a close embrace of faith and hope. Today this pilgrimage makes a stop here, on the shores of Lake Ontario. We are reminded of another lake, the Lake of Tiberias, on the shores of which the Lord Jesus made a fascinating proposal to the first disciples, some of whom were probably young like you (cf. Jn 1:35-42). The Pope, who loves you dearly, has come from afar to listen again with you to Jesus’ words. As was the case for the disciples on that day long ago, these words can set the hearts of young people aflame and motivate their whole lives. I invite you then to make the various activities of this World Youth Day which is just beginning a special time when each of you listens attentively to the Lord, with a willing and generous heart, in order to become the “salt of the earth and light of the world” (cf. Mt 5:13-16).

Habéis venido a Toronto desde cada continente para celebrar la Jornada Mundial de la Juventud. Mis saludos jubilosos y cordiales estén con todos vosotros! He estado esperando impacientemente esta reunión, especialmente cuando día tras día de todas partes del mundo recibía en el Vaticano las buenas nuevas acerca de todas las iniciativas que han marcado vuestro viaje hasta aquí. Y a menudo, aun sin haberos conocido, os encomendé a cada uno de vosotros en mis oraciones al Señor. Él siempre os ha conocido y Él ama a cada uno de vosotros personalmente. Con fraternal afecto saludo a los Cardenales y Obispos que están aquí con vosotros; en particular el Obispo Jacques Berthelet, Presidente de la Conferencia de Obispos Católicos de Canadá, el Cardenal Aloysius Ambrozic, Arzobispo de esta ciudad, y el Cardenal James Francis Stafford, Presidente del Consejo Pontificio para los Laicos. Escuchando la gran lista de países de los cuales venís, hemos hecho prácticamente un viaje alrededor del mundo. En cada uno de vosotros he vislumbrado los rostros de todos vuestros jóvenes compañeros que he conocido en el curso de mis viajes apostólicos y a los cuales en una manera vosotros representáis aquí. Os he imaginado en un viaje, caminando en la sombra de la Cruz del Jubileo, en esta gran peregrinación de jóvenes que, trasladándose de continente a continente, está ansiosa por sostener al mundo entero en un cercano abrazo de fe y esperanza. Hoy esta peregrinación hace una parada aquí, en las riberas del Lago Ontario. Se nos recuerda de otro lago, el Lago de Tiberíades, en cuyas riberas Jesús hizo una fascinante propuesta a sus primeros discípulos, algunos de los cuales probablemente eran jóvenes como vosotros (cf. Jn 1, 35-42). El Papa, quien los ama mucho, ha venido desde lejos para escuchar nuevamente con vosotros las palabras de Jesús. Tal como fue el caso de sus discípulos en aquel día hace mucho tiempo, estas palabras pueden encender el corazón de los jóvenes y motivar toda su vida. Os invito entonces a hacer las diversas actividades de esta Jornada Mundial de la Juventud que está apenas empezando un momento especial cuando cada uno vosotros escucháis atentamente al Señor, con un corazón generoso y dispuesto, con la finalidad de llegar a ser “sal de la tierra y luz del mundo” (cf. Mt 5, 13-16).
