In fact, there are a number of rating systems for doctors and lawyers. I haven't had US health insurance for some time, but I believe many HMOs provide their members such a rating service (not just a directory). More information/examples:

Health care plans sign on to rating system for doctors

A coalition of California health plans, employers and physician groups announced an effort yesterday designed to improve the quality of health care by paying doctors more for better performance.

The concept isn't new. In fact, most health plans say they have systems in place to rate, and in some cases, reward physicians for good results. What's different in this case is the developers of this initiative managed to get six major health plans and the medical groups they contract along with major employers to agree on a common system to rate performance....

Martindale’s attorney rating system IS NOT a “negative” list. There are three rating levels: CV (good to high), BV (high to very high), and AV (very high to preeminent). What is a good Rating?

A. All Ratings are positive indicators of an attorney's ethics and professional stature. The CV ® is a good first rating for lawyers and a definitive statement of their above average ability and unquestionable ethics. The BV ® is an excellent rating for an attorney with more experience. An AV ® rating is a significant accomplishment - a testament to the fact that a lawyer's peers rank him or her at the highest level of professional excellence.

What does it mean if an attorney is not rated?

A. Some lawyers request not to have any Rating published, while others may not be rated due to the length of time in practice, the size of the Bar, or other reasons unrelated to their competence or ethical standards. Thus, the absence of a Rating should not be construed as unfavorable.

How are law firms rated?

A. Generally, a law firm is given the rating of its highest rated active partner.

Scope of the Ratings System
There are two components to the Martindale-Hubbell Rating. The General Ethical Standards rating or the "V" indicates that the local bar with whom the lawyer practices regards that individual as having very high professional standards. Without that endorsement, no Legal Ability Rating, which is the second component, will be assigned or published.

Legal Ability Ratings
The Legal Ability Ratings take into consideration the standard of professional ability in the area where the lawyer practices, the attorney's expertise, nature of practice and qualifications relevant to the practice of law. Where a lawyer's practice is limited or specialized, rating opinions are made on the basis of performance in those specific fields of law.

Legal Ability Ratings are:

C Good to High

A CV ® Rating is an excellent first rating for lawyers. The typical recipient has a reputation for hard work and high ethical standards.

B High to Very High

A BV ® Rating is an indication of an exemplary reputation and well-established practice habits. A typical lawyer is in mid career, with a significant client base and high professional standing.

A Very High to Preeminent

An AV ® Rating signifies that the lawyer has reached the heights of professional excellence. He or she has usually practiced law for a number of years, and is recognized for the highest levels of skill and integrity.

General Recommendation Rating

The General-Ethical Standards Rating covers adherence to professional standards of conduct and ethics, reliability, diligence and other criteria relevant to the discharge of professional responsibilities.

The General Recommendation Rating is:

V Very High

An attorney will not receive a rating at all unless a "V" or General Recommendation Rating has been established. Then the attorney will receive a "CV", "BV", or "AV" rating based on the endorsement received.
