Urban planning in Belgium as explained earlier is regionalised. In the Flemish and Walloon Regions, there are 3 planning levels: regional, provincial and municipal, while in Brussels only the Regional and Municipal levels. The Region consists of 19 Municipalities.
Regional planning in Brussels Capital Region, as the main PICT pilot region, is the responsibility of the Regional Government for Urban Planning. At Municipal level it is the responsibility of the mayors, deputy mayors and technical-administrative staff. The Brussels Capital Region has a visionary Regional Development Plan, guiding the Municipal Development Plans and a binding Regional Land Use Plan and Specific Land Use Plans; as well as project-oriented planning e.g. sites of regional importance, Lever Zones or Neighbourhood Contracts.
