Pesquisei mais a fundo e, a rigor, a tradução não é exata.

A modulação é uma das formas de se fazer a mudança de formato, mas não a única.
Pelo que pesquisei, a melhor tradução seria
remodelagem de sinal
ou
reformatação de sinal
(reformatar = mudar o formato, traduz bem a ideia de "reshaping")
